The bike wheel is constructed with wire spokes and nipples, so the spoke tension must become loosened after use by shocks and vibrations.

Bike wheel is constructed with many spokes coming from the hub, and the nipples hold the spokes on the rim. Nipple has thread inside, and it will pull the spoke when it's turned.
Prior to wheel truing maintenance, you should check if each spoke tension is OK or not.
Loosened spoke tension will happen the wheel deformation again shortly, and too tight spoke tension will break the spoke if you get hard shock. The spoke tension is measured by a special spoke tension meter.
Next, rotate the wheel slowly (do not spin fast) and check the clearance between the rim surface and the gauge.
If the wheel has been deformed, you will see the clearance is not equal. Wheel truing means to make every clearance equal.
You should keep the basic theory to expect correct result;
1. Keep the correct spoke tension
2. Tighten the nipple coming from opposite side of shaking
(For example, if the rim shakes rightward than the center, you must tighten the nipple on the spoke coming from left side)
3. Do not loosen the nipple
